The requested allocation is not an increase from the previous allocation. The surface water intake is located in the Tobyhanna Creek Watershed in Kidder Township, Carbon County, Pennsylvania within the drainage area to section of the main stem Delaware River known as the Lower Delaware, which the Commission has classified as Special Protection Waters.
